Following is the transcript of remarks by the Financial Secretary, Mr John C Tsang, at the question and answer session of the press conference on new anti-property speculation measures at Central Government Offices New Annexe today (November 19):

Question: Two years is a rather long time and this new tax will be applied to both the buyer and the seller, so are you also trying to deter users from buying flats as well and do you think you've waited too long to launch these measures?

Financial Secretary: I don't think two years is a very long time. If you are a genuine buyer, I hope you will be staying in the flat for more than two years.
